NOTICE OF ELECTION TO EXERCISE WAIVERS

The Lycoming County Housing Authority is informing participants and owners of our intention  to exercise the following waivers as per Notice PIH-2020-05 effective April 10, 2020 in response to the COVID-19 pandemic:

PH and HCV – Family Income and Composition: Delayed Annual Examination

Allows PHA’s to delay annual reexaminations of HCV and public housing families.

Period of Availability:   All annual recertifications due in Calendar Year (CY) 2020 must be completed by December 31, 2020.

 

PH and HCV – Family Income and Composition: Annual Examination – Income Verification Requirements

Allows PHA’s to forgo third-party income verification requirements for annual reexaminations, including the use of EIV.  LCHA may consider self-certification as the highest form of income verification to process annual reexaminations.

Period of Availability:   April 10, 2020 – July 31, 2020

 

PH and HCV – Family Income and Composition: Interim Examinations

Allows PHA’s to forgo third-party income verification requirements for annual reexaminations, including the use of EIV.  LCHA may consider self-certification as the highest form of income verification to process annual reexaminations.

Period of Availability:  April 10, 2020 – July 31, 2020

 

PH and HCV – Family Self-Sufficiency (FSS) Contract of Participation: Contract Extension

COVID-19 has been deemed “good cause” to extend family contracts.

Period of Availability:   April 10, 2020 – December 31, 2020

 

HCV – HQS Initial Inspection Requirements

Allows PHA’s to extend inspections until it again safe to do so.

Period of Availability:   April 10, 2020 – October 31, 2020

 

 

HCV- Initial Inspection: Non-Life Threatening  Deficiencies

Allows PHA’s to provide an extension of up to an additional 30 days to the owner to make the non-life threatening repairs while still receiving payments.

Period of Availability:   April 10, 2020 – July 31, 2020

 

HCV – HQS Initial Inspection Requirement – Alternate Inspection Option

Allows PHA to authorize occupancy of a unit prior to the initial inspection being completed, if the unit passed a previous inspection within the previous 24 months.

Period of Availability:   April 10, 2020 – October 31, 2020

 

  • HCV – HQS Interim Inspections

Allows the owner to text or email a photo of a life-threatening deficiency within 24 hours of the PHA notification to document that the deficiency no longer exists.  Allows the PHA to rely on the owner’s certification that non-life threatening repairs have been made.

Period of Availability:   April 10, 2020 – July 31, 2020

 

PBV Turnover Unit Inspections

Allows PHA to rely on the owner’s certification that owner has no reasonable basis to believe any life-threatening conditions exist in the unit or units in question.

Period of Availability:   April 10, 2020 – October 31, 2020

 

HCV – Administrative Plan

Allows PHA’s to amend the Administrative Plan on a temporary basis without Board approval.  Any informally adopted provisions under this waiver must be formerly adopted as soon as practically possible. 

Period of Availability:   April 10, 2020 – July 31, 2020

 

HCV- Housing Quality Control Inspections

HUD is waiving the requirement for PHA’s to conduct supervisory quality control inspections of a sampling of units under contract.

Period of Availability:   April 10, 2020 – October 31, 2020

 

HCV – Information When Family is Selected – PHA Oral Briefing

Allows the PHA to conduct briefings by other means such as webcast, video call, or expanded information packet.

Period of Availability:   April 10, 2020 – July 31, 2020

 

 

HCV – PHA Approval of Assisted Tenancy – When HAP Contract is Executed

Allows the PHA to execute the HAP contract after the 60 day deadline has expired and make HAP payments back to the beginning of the lease term.

Period of Availability:   April 10, 2020 – July 31, 2020

 

HCV – Absence from Unit

Allows the PHA discretion to continue housing assistance payments and not terminate the HAP contract due to extenuating circumstances (e.g., hospitalization).

Period of Availability:   April 10, 2020 – December 31, 2020

 

HCV – Automatic Termination of HAP Contract

Allows the PHA, upon written notice to the owner, to extend the period of time following the last payment (for $0 HAP families) up to December 31, 2020.

 

HCV – Increase is Payment Standard under HAP Contract Term

Allows PHA’s the ability to apply the increased payment standard at any time after the effective date of the increase at annual or interim examination.

Period of Availability:   April 10, 2020 – December 31, 2020

 

PH – Community Service and Self-Sufficiency Requirement (CSSR)

Allows PHA’s to suspend the community service requirement for non-working, non-disabled families until the family’s next annual reexamination. 

Period of Availability:   April 10, 2020 – March 31, 2021

 

PH – Tenant Notifications for Changes to Project Rules and Regulations

HUD is waiving the requirement to provide 30-day notice to families for changes to policies, rules and special charges to families.

Interacting with LCHA during COVID-19

Lycoming County Housing Authority is committed to responding safely to the Covid-19 virus (Coronavirus) by implementing best practices as outlined by our state and national governments.  The well-being of our residents, our employees and community partners remains our top priority.  At this time, we are urging our residents to practice social distancing, wash hands often and thoroughly and refrain from touching your touching your face.

Please review the information below for updates on how we are responding to COVID-19 in your developments and how we will be interacting with residents and participants during this time:

  • Visitors, especially in our high rise buildings, should be restricted to those who are visiting your home to provide health or wellness functions.  Practicing social distancing is essential at this time.

 

  • Community Rooms in our buildings are closed at this time to assist our residents as they practice social distancing.

 

  • Lycoming Housing Administrative offices are currently closed to the general public.  Staff continue to work and provide services to our residents through phone, email and fax.

 

  • Playgrounds in our developments will be closed.

 

  • Non Emergency Work Orders Will Not be Completed at This Time.  Residents can be assured that staff remain available to complete emergency work orders.  During normal business hours, emergency work order requests may be phoned in to (570) 323-3755.  Emergency, after hour work orders may be phoned in to (570) 326-2458.

 

  • All rents will be paid by utilizing secure drop boxes at each development office. Please make sure your email or home address is written on your payment so a rent receipt can be provided to confirm your payment.

 

  • Rent Reductions.  We understand that many of our participants have been laid off or experienced a reduction in income during these difficult times. Income and household update and change forms will be available at each development office in bins located on the outside of the door.  Upon request, LHA staff will mail update forms to your residence.  All completed forms must be returned by either mailing the forms back or placing the completed forms in your development drop box.  We will work quickly to reduce your rent once we receive the completed forms.

 

  • Recertifications will be completed by mail. All necessary forms must be filled out and returned in a self-addressed stamped envelope, which will be provided for your convenience.  You may also return completed documents to your caseworker by scanning and emailing the documents.  If you have any questions, please feel free to call your caseworker during regular business hours.

 

  • Waiting Lists.  Our public housing waiting list is open and applicants may apply online at www.lycominghousing.org.  Those with disabilities may have an application mailed to them by requesting a reasonable accommodation.  All current Section 8 and Public Housing applicants must submit Applicant Update Forms online through our website.
